Express Entry Program

Express Entry (EE) is a fast-track immigration route. Applicants can apply for a three-year post-graduate work permit (PGWP) as long as they have studied continuously for at least 8 months at institutions of higher learning, including universities and technical secondary schools recognized by the Canadian government. In the three-year PGWP period, applicants only need to find occupations that meet the 0, A, B requirements of the National Occupational Classification (NOC) of the immigration department, accumulate local work experience for a full continuous year, and reach the CLB7 level in language proficiency test in order to be eligible to apply for immigration through EE.

Three Categories of EE

1. Federal Skilled Workers:

1) At least 1-year or more of full-time work experience in type 0, A, B jobs within the past 10 years;
2) Reach the CLB7 level in language proficiency;
3) Completion of ECA / Canadian higher education diploma or certificate;
4) Score above 67 in the preliminary evaluation

2. Federal Skilled Trades:

1) At least 2-year of work experience in NOC B in recent 5 years;
2) Meet the job description and job requirements of the nominated trades;
3) 1-year full-time empoyment offer or Canadian recognized vocational certificate for skilled workers;
4) Language proficiency: IELTS listening 5, writing 4, reading 3.5, speaking 5;
5) Applicants can enter the EE system only if they meet the above requirements

3. Canadian Experience Class:

1) At least 1-year of Canadian local work experience in NOC 0, A and B occupations in recent 3 years;
2) Completion of ECA/Canadian higher education diploma or certificate;
3) Language proficiency for 0 and A type of occupations needs to reach CLB7;
4) Language proficiency for B type of occupations needs to reach CLB5;
5) Applicants with college degree or above, one-year work experience or more, good English ability can apply for CEC immigration”

Key Features of EE

1. Application Cycle:

1) The invitation period depends on the ranking of individual scores in the system and the number of invitees, with the average period around 6-10 months;
2) Applicants who obtain the additional bonus under provincial nomination are generaly invited within one month;
3) If the application period exceeds one year and the applicant does not receive invitation, the applicant needs to resubmit his/her application

2. Advantages:

1) High-efficiency and fast-speed:qualified applicants will usually be granted permanent residence status in Canada within 6 months or less;
2) Generally applicable to those applicants with high educational background, young ages, and good language skills (English or French);
3) For applicants with no strong educational background, they are also eligible for EE if they obtain high language proficiency level and years of relevant work experience;

Canada’s Provincial Nominee Program is the program that allows Canadian provinces to nominate individuals to immigrate in Canada
according to the province’s economic development and the demand for high skilled labour force, it is a program that being approved by
the Immigration, Refugees and Citizenship Canada. Most provinces in Canada has established the Provincial Nominee Program, the
categories of the program include skilled immigration, business immigration, international students immigration. Each province
has their own categories and requirements. Individuals could submit immigration application once they meet the requirements of the
Provincial Nominee program. Once the applicant receives the approval of the provincial government, it implies that the applicant has already
obtained the immigration quota of Canada.

Provincial Nominee Programs

Ontario Immigrant Nominee Program

Ontario Immigrant Nominee Program, or OINP, consists of the following three categories:

1. Employer Job Offer

Ontario’s Employer Job Offer category is the immigration program designed for international students and oversea employees, it aims to help them to live and work in Ontario. Applicants have to meet the occupation requirements, and once they obtain a permanent job offer in Ontario, they are able to apply for mmigration.

The employer job offer category has three streams:

a. Foreign Worker Stream;

b. International Student Stream;

c. In-Demand Skills Stream

The above streams all have special requirements for employers.

2. Human Capital Category (No Job Offer)

Applicants who do not have an permanent job offer in Ontario could apply under the Human Capital stream if they meet the requirements. Once the application has been approved by the Ontario’s provincial government, a 600 points will be awarded to the applicant’s application towards the Federal government.

The human capital category has three sub-categories:

a. Masters Graduate Stream

b. PhD Graduate Stream

c. Ontario’s Express Entry: French-Speaking Skilled Worker Stream; Human Capital Priorities Stream; Skilled Trades Stream

3. Business Category

The Business Category has one stream, which is Entrepreneur stream. The applicant must be the entrepreneur outside of Canada, and has the intention to purchase new or existing business in Ontario.

This stream mainly takes the consideration of the company’s size, business nature, activities, experiences, as well as the growth of job opportunities. In addition, the sum of the investment has to be at least five million Canadian dollars. The processing time of the Entrepreneur Stream usually takes longer, and requires more documents.

Manitoba Provincial Nominee Program

The Manitoba Provincial Nominee Program (MPNP) has mainly 4 categories:

1. Skilled Workers in Manitoba

This category is designated for foreign workers who live in Manitoba, and hold a valid job offer in Manitoba; in addition, the international students who graduated from University of Manitoba could also apply for immigration under this category.

Applicants have to provide an ongoing Manitoba employment to prove their intention in reside in Manitoba, and there is no restrictions in occupations.

There are two sub-categories in this stream:

1) Temporary foreign workers: applies for individuals with job offer in Manitoba

2) International Student Working Graduates: applies for individuals who graduated from any post-secondary educational instituations and work permits holders.

2. Skilled Workers Oversea

This category applies for foreign skilled workers who currently does not reside in Manitoba, the applicant must meet one of the following streams:

1) Foreign working experience category

Applicants have to meet the requirements in occupations, and develop a strong family relationship with Manitoba, which implies that a close relative in Manitoba must be related to the applicant. In addition, the applicant has to meet the langugae proficiency requirements established by the Express Entry program,
which is CLB7 (equivalent to IELTS 6.0 in general training).

2) Foreign worker human capital category

The project is established for international skilled workers whose occpuation is shortage in Manitoba. The applicant’s job category must be on the list of Manitoba In-Demand Occupations, and he/she must completed any post-secondary education in Manitoba in the past 5 years;or has worked in Manitoba; or has received immigration invitation from the province of Manitoba to submit an application.Applicants also have to meet the language requirements, which is CLB7(equivalent to IELTS 6.0 in 4 aspects).

3. International Education Stream

International Education Stream(IES) is designed for Master or PHD graduates whose major program is science or engineering( including science, engineering, technology, and math) to apply for permanent residents applications. The minimum official languages proficiency requirement is CLB/NCLC 7 (or equivalent to IELTS 6.0 in general training). No job offer required under this stream.

The project is mainly for graduate students or doctoral graduates of science and engineering technology in Manitoba. After completing the relevant graduation internship and meeting the language requirements, individuals are able to submit the application. No 6 month working experience required.

4. Business Investor Stream

Different with MPNP- Business Category, Businss Investor Stream (BIS) does not require the investment deposits of 100,000 CAD, however, the stream requires approved applicants to start new business in 24 months after they landing in Manitoba.

There are two sub-categories under the BIS:

1) Entrepreneur pathway

The project allows the province to recruit and nominate qualified entrepreneurs from overseas to establish a new business in Manitoba or to purchase an existing business.

2) Farm Investor pathway

The project is suitable for individuals with farm experience, sufficient funds, and the ability to invest and operate farms in Manitoba. Manitoba requires the production of farm products from new farms must be consistent with the agricultural products available in the province, otherwise it will be applied in the entrepreneur category.

Saskatchewan Immigrant Nominee Program

The Saskatchewan Immigrant Nominee Program is one of the quickest ways to immigrate to Canada. This is because the Saskatchewan Immigrant Nominee Program belongs to the priority processing category, therefore, the processing time is usually shorter than other provincial nominees.

There are three categories under the Saskatchewan Immigrant Nominee Program:

1. International Skilled Worker Category

There are three sub-categories under this stream: the employment offer category, occupation in-demand category, and Saskatchewan Express Entry category. If the applicant’s occupation is not on the occupation in-demand list, then the applicant must provide an employment offer from Saskatchewan.

1) Employment Offer

Applicable to individuals who hold a valid employment offer and with at least one year related working experiences. The minimum language proficiency is CLB4. There is no requirements on the job titles.

2) Occupation In-Demand

The applicants under this stream has to meet the requirements in Express Entry, one has to reach the score of 60. The official language proficiency is CLB7 (equivalent to IELTS 6.0). The processing time under this stream is shorter than other programs, from 10 days to 3months one could obtain the provincial nominations, and it opens more frequently every year.

3) Saskatchewan Express Entry

Individuals do not have to meet the Express Entry requirements under this stream, once he/she reaches the passing score of 60, they are able to apply immigration. This category requires applicants’ job titles must meet NOC0, A, B in the Saskatchewan’s occupation in-demand category. The lanaguge requirement is CLB 4. The processing time under this stream is longer and it opens less frequently every year.

2. Saskatchewan Experience Category

Saskatchewan Experience category requires international students who graduate from any post-secondary education instituation in Saskatchewan must obtain job offer which is related to his/her subject of learning, and must generate at least 6 months working experiences. International students who have obtained a degree outside of Saskatchewan could apply under this stream once they receive the employment offer that is related to their studies and generate at least 2 years working experiences.

The following are the sub-categories under Saskatchewan Experience Category:

a. Skilled Worker With Existing Work Permit

b. Health Professionals

c. Hospitality Sector Project

d. Long-Haul Truck Driver Project

3. Business Investment Category

There are two sub-categories under this stream.

1) Entrepreneur Category

This program requires applicants and his/her families to start, obtain or partner in a business in Saskatchewan and be actively involved in managing it, while residing in Saskatchewan.

2) Farm Category

This category is applicable for individuals who have proven at least 3 years experience in farming; have considerable capital (money, assets worth to 500,000) to invest in a farming operation; and plan to buy and run a farm in Saskatchewan.

British Columbia Provincial Nominee Program

The British Columbia Provincial Nominee Pogram (B.C. PNP) aims to provide sufficient labour supply for the fast developed labour market in B.C. There are mainly three categories:

1. Skills Immigration

This stream is the skills immigration program conducted by B.C., it aims to help the province to recruit specific skilled workers, health professionals, and international graduates.

There are 5 sub-categories in Skills Immigration:

1) Skilled Worker;

2) Healthcare Professionals;

3) International Graduates;

4) International Post-Graduates;

5) Entry Level and Semi- Skilled

All the sub-categories requires a valid employment offer; a full time employment letter; and related operating licenses except the International Post-Graduates stream.

2. Express Entry

It is a new category which is set up in conjunction with the Federal Skills Immigration program. It enables B.C. ‘s special labour market to meet with the labour demands. Applications under this stream will be given priority to process, the processing time usually is shorter than other programs.

There are 4 sub-categories in Express Entry:

1) Skilled Worker;

2) Healthcare Professionals;

3) International Graduates;

4) International Post-Graduates;

All the sub-categories requires a valid employment offer; a full time employment letter; and related operating licenses except the International Post-Graduates stream.

3. Entrepreneur Immigration

The B.C. Entrepreneur Immigration category is designed to attract experienced entrepreneurs to promote and innovate economic development in B.C. Individuals who successfully create a new or invest in an existing business are eligible to apply under this stream. The program helps the province to create more employment opportunities and generate economic development.

The entrepreneur immigration category requires applicants to acquire certain assets ($600,000) and develop a business plan that provides a strong description of the company’s sustainability and stay active in managing the business.

Alberta Immigrant Nominee Program

Alberta Immigrant Nominee Program (AINP) is an economic migration program launched by the department of Immigration, Refugees and Citizenship of Canada (IRCC) to help the local economy by attracting and retaining talented people who are nominated by the province and work in the province. The IRCC makes the final decision on all applications for permanent residency through individuals nominated by the Alberta provincial government, together with their spouses and children.

There are three major categories of AINP:

1. Alberta Opportunity Stream (AOS)

Alberta Opportunity Stream (AOS) is applicable to applicants who are currently working full-time in a qualified occupation in Alberta and are required to meet the minimum requirements for living and working status, occupation catogery, language proficiency, educational level, work experience and income level.

Candidates are eligible only if they hold a long-term, full-time job offer from an Alberta employer, have been working continuously for at least 12-month in an Alberta business, and have attained CLB 4 Level in language proficiency tests.

2. AINP Express Entry Stream

AINP Express Entry Stream Stream generally invites applicants with CRS scores above 300 in the EE pool. The stream requires a relatively low CRS score, and applicants need to demonstrate a strong connection with alberta, the intent of settling in alberta and the ability of bringing value to the labor market of Alberta. Applicants of the AINP EE Stream must first satisfy any category of the Federal Economic Immigration Program (i.e FSW, FST, or CEC).

Applicants of the AINP EE Stream are more likely to be invited if they have:

1) A job offer from an Alberta employer;

2) Experience of studying in Alberta;

3) Parents, children, or siblings currently living in Alberta

3. Self-Employeed Farmer Stream

Self-Employed Farmer Stream is applicable to applicants with rich experience in farm management who intend to invest more than CAD500,000 in Alberta agriculture. Applicants need to demonstrate that they have farm management skills, adequate financial resources, and a primary production investment plan.

Nova Scotia's Provincial Nominee Program

Nova Scotia Nominee Program is designed mainly for individuals with some special skills and rich experience without the need of employer sporsorship. Compared with other provinces, the difficulty of Nova Scotia PNP application is quite low, and it is becoming more and more popular in recent years. Once the applicant obtains the nomination, the applicant can apply to the federal government for permanent resident status in Canada. Nova Scotia PNP includes the following categories:

1. Physician Stream

This PNP stream helps Nova Scotia’s public health department attract medical professionals to work locally, including general practitioners, family doctors and specialists, in order to fill medical positions that are still in short supply.

2. Entrepreneur Stream

Entrepreneur Stream is designed for experienced business owners or senior business managers who wish to live in Nova Scotia. Applicants need to start a new business project locally or purchase an existing business and be actively engaged in daily business management. After one year of operation, qualified applicants can be nominated by the province.

3. International Graduate Entrepreneur Stream

International Graduate Entrepreneur Stream is designed for Nova Scotia’s university or college graduates who must have already started or bought an existing business in Nova Scotia and operated for at least one year. They must also have the desire to live and work locally.

4. Skilled Worker Stream

This stream helps local employers recruit workers or international graduates with extensive work experience, and employers who sponsor skilled workers to immigrant must prove that no Canadian or permanent resident in the local market can fill the position.

5. Nova Scotia Demand:Express Entry

NS Demand Express Entry Stream encourages foreign workers with skills in short supply who are willing to live in the province in the future to apply, and who have strong working ability; This stream invites both applicates with job offers and those without offers, though the latter one is open at different times and requires competition for quotas.

6. Nova Scotia Experience:Express Entry

The aim of NS Experience Express Entry is to attract foreign workers with at least one year of local work experience in a high skilled occupation to meet the demand for local jobs that are in short supply.

Prince Edward Island Provincial Nominee Program

Prince Edward Island, located on the east coast of Canada, is an ideal place to study, work and live. In recent years, PEI has provided abundant employment opportunities and a great platform to support investment immigrations, hoping to attract more foreign residents to live and work there who can make contributions to social and economic development. PEI Nominee Programs can be divided into the following categories:

1. Immigrant to PEI as a Worker:

1) PEI Express Entry

Obtaining a PEI PNP can significantly increase the likelihood of being invited by the immigration bureau through Express Entry. Eligible applicants are required to work full time for at least six-month or above for an employer in PEI under the skills level of NOC C or D , have at least two years of work experience or relevant education in the past five years, and reach the language proficiency level of CLB 4.

3) International Graduate

International Graduate Strem is suitable for applicants who graduate from a PEI post-secondary institution and have the intent to work locally. To be eligible to apply for this stream, applicants need to obtain a full-time and long-term employment offer from a PEI employer.

4) Skilled Workers Outside Canada

Skilled Workers Outside Canada Stream is applicable to those who are not currently residing in Canada but hold a long-term full-time job OFFER from their employer in PEI. Applicants must provide proof for sufficient financial resources that are needed to work and settle in PEI, and also demonstrate a strong intention to settle in PEI.

2. Immigrant to PET as an Entrepreneure:

1) Work Permit Stream

This category is suitable for applicants who have rich business management experience and are willing to live and do business in the local area.

2) 100% Ownership Stream

This category is suitable for applicants with rich business management experience who want to start a business locally and have 100% shares.

3) Partial Ownership Stream

This category is applicable to applicants who have rich business management experience and are willing to invest and participate in the operation and management of local enterprises, and are willing to hold some shares.

New Brunswick Provincial Nominee Program

The New Brunswick Provincial Nominee Program (NBPNP) is an immigration program that is implemented through an agreement with the federal government of Canada. It is actually an economic development project under which the provincial government selects and nominates qualified business people or skilled workers from all over the world who have the intent to live in New Brunswick and contribute to the provincial economy in the future. There are several categories of the NBPNP:

1. New Brunswick Express Entry

NB Express Entry is eligible for applicants who is currently living and working in New Brunswick. Applicants need to accumulate at least 1-year work experience in the position that matches NOC Level 0, A, or B, reach a language proficiency level of CLB 7, and have a valid secondary school certificate or diploma that qualifies for Educational Credential Assessment (ECA).

2. Immigrant Entrepreneurs

Applicants eligible for this category should have at least 5 years of senior business management experience, a high school diploma or above, and at least 3 years of experience in 100% owned enterprises. Also, applicants are required to possess legally acquired assets of more than 600,000 Canadian dollars, and have the intent to settle and start a business locally.

There are two categories under the Immigrant Entrepreneurs:

1) Entrepreneurial Stream

2) Post-Graduate Entrepreneurial Stream

3. Skilled Workers with Employer Support

Skilled Workers with Employer Support is eligible for applicants who have a long-term, full-time OFFER from an employer in New Brunswick and have been working continuously at least one-year locally. Applicants are requried to posses a certain ability of English or French, and must have the relevant education, qualifications, or certificates requried for the position. The employer must certify to the provincial government that no local resident can fill the position.

Quebec Provincial Nominee Program

Due to the limitation of language and the special geographical position, it determines the high degree of autonomy of Quebec province. Therefore, Quebec province has no provincial nomination, but it has its own independent CSQ selection project. The skilled immigration project of Quebec province is mainly divided into the following categories:

1. Regular Selection Program for Skilled Workers

Regular Selection Program for Skilled Workers category is suitable for applicants who don’t need to depend on others to sponsor, but rely on their own technology and skills to immigrant to Quebec. It requires the applicant to have a certain knowledge of English and French and educational background, and to work in a position that is in line with the position list required by the industry of Quebec.

This immigration program has a quota limit, which means applicants need to queue up to get a number, and it takes a long time to accept and review. Accordingly, the success or failure of the application depends on whether the applicant can grab a quota when the program is opening, and whether the score of the applicant achieves the standard required score.

2. Quebec Experience Program

Quebec Experience Program (QEP) applies to both the graduates or future graduates who want to reside in Quebec province permanently, and temporary foreign workers who are employed in Quebec province and meet certain conditions. There are no points calculated and no quota limits for QEP, and applicants do not need to consider their conditions of spouses or children. Applicants of QEP are selected on a priority basis, thus applications under this immigration program are processed more quickly than others.

This immigration program is divided into two categories:

1) QEP – Québec Graduate

2) QEP – Temporary Foreign Worker

3. Quebec Immigrate Investor Prorgam

Quebec Immigrate Investor Program (QIIP) is eligible for business entrepreneurs in their home countries who have extensive business management experience and want to invest in Quebec to obtain the permanent residency in Canada. Compared with Regular Selection Program for Skilled Workers, this program has no language requirements. Applicants can apply as long as they meet the requirements for funds and have certain business management experience.

This immigration program is divided into three categories:

1) Investor Program

2) Entrepreneur Program

3) Self-Employed Worker Program

Family Sponsorship – Spouse or Common-Law Partner Sponsorship

The Family Sponsorship Program reunites families by enabling adult permanent residents or citizens to sponsor a relative for immigration to Canada. To be eligible, the person seeking sponsorship must be a spouse, common-law or conjugal partner, Dependent child, Parent, Grandparent, or grandchild under 18 years who is unmarried and whose parents are deceased. Moreover, the person sponsored must live outside Canada, unless they are residing legally in Canada temporarily, for example with a work or study permit.

In addition, Family Sponsorship program does not require the applicant’s education background, work experience and language ability, nor does it require them to provide proof of funds. However, sponsor must meet the requirements, and they also need to prove the authenticity of the relationship between the sponsor and the sponsored person.

Who can Sponsor?

1) Canadian Citizen or Permanent Residence;
2) Over the age of 18;
3) Prove that the sponsor is not receiving social assistance for reasons other than disability;
4) Prove that they will be able to financially support their family member and any dependent, if necessary

Who may not sponsor?

1) Are in prison
2) Are subject to a removal order
3) Are in the process of bankruptcy
4) Receive social assistance from the government (except for disability)
5) Have been convicted of (or attempted/threatened to commit) an offence of a violent or sexual nature, or resulting in bodily harm of a family member
6) Have failed to pay back immigration loans, or have failed to pay child support payments
7) Have sponsored a family member in the past and failed to meet the terms
8) Have sponsored a previous spouse or partner who has not been a permanent resident for more than 3 years
9) Were themselves sponsored and became a permanent resident less than 5 years ago

Required documents for the sponsored person

1) Passport;
2) Legal status (including student visa, visiting visa, work permit, etc.)
3) Birth certificate;
4) Marriage or divorce certification;
5) Criminal record

The documents that the sponsor needs to provide

1) Immigration paper or confirmation of permanent resident status;
2) Canadian birth certificate;
3) Canadian citizenship certificate/citizen card/PR card;

6) If the T4 Form and payroll cannot be provided, the letter of explanation has to be provided;

3) A certificate of divorce, separation or death of the former spouse are required if there is a marriage history;
4) Evidences that show the relationship of common-law partner, such as joint accounts, community property, etc.

Family Sponsorship – Parents or Grandparents Sponsorship

What is parent/grandparent sponsorship program?

Canada’s commitment to family reunification extends to parents and grandparents of Canadian citizens and permanent residents through the parent and grandparent sponsorship program. In order to sponsor a parent or grandparent, citizens and permanent residents will be required to demonstrate that they can financially support their family by meeting the Minimum Necessary Income (MNI) for the size of their family unit. They must also agree to financially support their sponsored family members, if needed. Sponsors who are unable to permanently support their parent or grandparent may be eligible for a Super Visa, a long-term, multiple-entry visa for parents and grandparents of Canadian citizens and permanent residents. In addition, in an effort to improve the application process, IRCC replaced its controversial randomized application process with a “first-in, first-served” model for the 2019 in-take cycle. Therefore, we always recommend you apply as early as possible.

Required documents (Sponsor):

1) A Canadian citizen or permanent resident who has at least three years of tax return records and meets the minimum income requirements;
2) Provide financial support for the sponsored person for 3-20 years (depending on the age and the relationship between sponsor and sponsored person);
3) Submit relevant documents that meet the requirements;
4) Notarization of the relationship between the sponsor and sponsored person, such as the notarization of birth certificate and marriage certificate.

Application for Canadian Citizenship

Permanent residents who have lived in Canada for a certain period of time and meet the requirements can apply to become a Canadian citizen. There are certain differences between Canadian citizens and permanent residents in the obligations they need to perform and the rights they enjoy. For example, permanent residents must have been physically present in Canada for at least 1095 days during the five years right before the date they sign the application of Canadian citizenship. Moreover, if permanent residents have not been in Canada for at least 730 days, their permanent resident status will be cancelled. Instead, citizens do not have to physically present in Canada in order to maintain their status. In addition, a naturalized citizen of Canada can apply for a Canadian passport and can freely participate in Canadian politics. In fact, there are absolutely no differences between naturalized citizens and citizens born in Canada. Once naturalized citizens obtain a Canadian passport, they also have visa-free access to more than 170 countries around the world.

What are the requirements for naturalization?

To become a Canadian citizen, you must meet the following requirements:

1. Legal permanent resident status in Canada;
2. 18 years old or above;
3. No less than 1095 days (approximately 3 years) of residence in Canada during the first 5 years of application;
4. During the first 5 years of the application, the individual income tax filing obligation shall be completed for at least 3 tax years in accordance with the tax act;
5. Applicants aged between 18 to 54 must pass the naturalization test

Who does not meet the naturalization requirements?

1. Persons who are serving sentences outside Canada;
2. Persons who are serving sentence, parole, or probation in Canada;
3. Persons who have been charged with criminal offences in the past three years;
4. Persons who have been deported from Canada;
5. Persons who have been deprived of citizenship in the past five years

The Renewal of a PR Card

The permanent resident card, also known as the PR Card, is a document of identification. Canada’s Immigration, Refugees and Citizenship Canada (IRCC) issues PR Cards to individuals who have immigrated to Canada but are not actually Canadian citizens. Once Canada grants permanent residence status, they are authorized to live and work in Canada as long as they maintain physical residence and obey Canada’s laws. In order to keep the permanent residence status, permanent residents have to renew their PR card, which expires every five years. Moreover, if your permanent resident (PR) card is expired or will expire in less than 9 months, you can apply for a new card.
